However, Nancy Steele, executive director of the Council for Watershed Health, said voters have supported clean water initiatives in the past. Many of those voters came from San Gabriel Valley and Westside precincts, she said.
"People care about cleaning up the beaches, having clean water and clean recreation areas such as the West Fork of the San Gabriel River," she said.
