About Jonathan's Work

Jonathan has been deeply involved in energy policy and planning at the local, state, federal, and academic levels for the past 15 years. Jonathan worked for the Electric Power Division of the Massachusetts Department of Public Utilities where he played a major role in developing a pioneering, new regulatory framework for the state's electric utilities which requires utilities to include the cost of environmental externalities in resource decisions. He recently published a major book, Using Consensus Building to Improve Utility Regulation (Foreword by Susan Tierney; ACEEE 320 pgs.). Jonathan directs his efforts to help redirect our energy future and better protect our environment through teaching, consulting, mediating, and working directly with government agencies, private entities, and advocacy organizations through his own consulting firm, Raab Associates.
