About Andrea's Work

Andrea Shephard is a senior water resources project manager and water quality specialist at AECOM in Sacramento, California. Dr. Shephard manages preparation of environmental review and compliance documentation for water resources-related projects to satisfy the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA), and related permitting and regulatory requirements associated with the Clean Water Act (CWA), Endangered Species Act (ESA), Section 106 of the National Historic Preservation Act (NHPA), Clean Air Act, and a range of other state and local regulations. Her water resources project experience includes wastewater, water supply, flood control, water rights and transfers, emergency preparedness, and habitat restoration. Dr. Shephard has a B.S. degree in Marine Biology from the University of North Carolina at Wilmington, and a Ph.D. in Biological Oceanography from the Massachusetts Institute of Technology/Woods Hole Oceanographic Institution Joint Program in Oceanography. Her marine science experience includes water quality and nutrient transport and transformation studies, salt marsh ecological investigations, and research on microbial food web dynamics in oceanic, estuarine, and freshwater aquatic systems. Prior to joining AECOM, Dr. Shephard served as the Program Coordinator for the National Decentralized Water Resources Capacity Development Project, a multidisciplinary research and development program funded by the U.S. Environmental Protection Agency and administered by Washington University in St. Louis, to address research needs and strengthen training and practice in the field of on-site/decentralized wastewater treatment and management. Other positions that Dr. Shephard has held include Environmental Scientist and Project Manager at Questa Engineering Corporation in the San Francisco Bay area of California, and Program Director for the Marine Studies Consortium in metropolitan Boston, Massachusetts.
